Prohibition on Gender Transition of Children
Protects minors from gender transition surgeries. This was the defining culture war issue of the year, and a yes vote is conservative.

HB 1934
Establishes a tax credit for homeschool and private school students. This measure should have been enacted in 2011 when Republicans first came to power. Their failure to do so forced an entire generation of students into the spiral of failure that was the public education system in Oklahoma over the past 12 years. But, better late than never. This bill is one of the very few bright outcomes of the session and it's well deserving of being in the top ten. A yes vote is conservative.

HB 1039
In a session marked by a massive increase in spending and little in the way of tax relief, this item of significant tax reform—this year's only one—is quite notable and thus is deserving of a top ten listing. It will return almost 56 million dollars back to the free market. A yes vote is conservative.

OKC Thunder Tax Credit Extension
SB 604 and/or SB 13X
This extends the Thunder's Quality Jobs Act subsidy for another fifteen years. This vote is even more offensive than the initial vote due to the NBA's aggressive support for the violence of 2020. That the Legislature would force the taxpayers to subsidize millions to this pro-CCP, anti-American organization is especially offensive. As is the case with several bills on this list, the Legislature passed this in both sessions and the unnecessary special session. A no vote is conservative.

Renewing the Oklahoma Television Authority
HB 2820
This is a defining vote. With his veto of this bill, the Governor placed conservatives in a strong position to finally realize the goal of bringing an end to taxpayer-funded, state-run media. But, notwithstanding the Governor's rightful concerns regarding the increasingly kid-targeted, woke nature of OETA programming, the Legislature overrode his veto by a thin margin. A no vote is the conservative vote.

Repealing Oklahoma's SLAPP protections
HB 1236
The Speaker attempted to gut Oklahoma's SLAPP act. A SLAPP act refers to anti-SLAPP (Strategic Lawsuit Against Public Participation) legislation or laws that aim to protect individuals or organizations from meritless lawsuits intended to stifle free speech or public participation. Fortunately, with the help of OCPA, the Governor caught on to what was going on and vetoed it. A no vote is conservative.

Pay Raise for Statewide Elected Officials

This bill serves as a striking example of the astonishingly tone-deaf nature of this year's session and Republican legislative leaders at large. In the midst of rampant Bidenflation, which is mercilessly squeezing the wallets of hardworking taxpayers, the Legislature has the audacity to push for substantial pay raises for statewide officials. With a fiscal impact of nearly a half million per year, it's simply inexcusable. In good news, rank-and-file members of the Senate demonstrated some awareness and voted it down by a large margin, not so in the House where it was approved by a similarly wide margin thus making this a great bill for the index: reward the Senate and send a message to the House. A no vote is conservative.

Creating the Oklahoma Workforce Commission
SB 621
Not only is this a new government commission, it's also endowed with the legal authority to form a nonprofit corporation. In this new era of corporate welfare on steroids, this will become the latest tool wielded by the state chambercrats to manage Oklahoma's increasingly state-planned economy. The bill was initially defeated on the House floor but unfortunately was brought back for reconsideration and approved. That a government/corporation hybrid would be formed, with the pretense of "coordinating" the economy, is an alarming turn of events and absolutely earns this unfortunate proposal a place in the top ten. A no vote is conservative.

Creating the Perform Act
SB 1177
A chucked bill that magically morphed late in the session. It's a shameless attempt to hand over a whopping 180 million dollars of corporate welfare to Enel North America, a woke corporation hailing from Massachusetts. If you take a look at their offensive Diversity, Equity, and Inclusion (DEI) page, which can be found here, you'll see just how out of touch they are with the values of hardworking Oklahomans. A no vote is the conservative vote.
Education Department Budget Constraints
SB 36X
With this bill, a coalition of moderate Republicans and liberal Democrats declared war on State Education Superintendent Ryan Walters. It's an unprecedented array of budgetary constraints that seem designed to prevent Walters from managing the agency. Perhaps not a bad idea if the Legislature were to be fiscally conservative and willing to rein in bureaucrats across state government in a similar manner. However, in this case, it is clearly a biased attempt to hamstring the conservative Walters to ensure that he cannot be successful. The most offensive of these restrictions is a provision that requires Walters to continue with his Democratic predecessor's use of federal money from the Biden education department. It's quite ironic that a conservative legislature would tie a Republican officeholder to the federal grant policies of his Democratic predecessor. This includes a federal grant that requires the development of a mental health app that could easily be used by liberal educators to push students into the destructive confines of gender-switch affirmation care. A no vote is the conservative vote.
